Fire alarm system installation cost for a full replacement ran a median $10.27 per square foot in 2026 dollars across 42 federal building awards from 2019 to 2026, with the middle half between $5.38 and $14.51. The median award was $1,768,181. Buildings under 200,000 sq ft paid more: a median $13.82 per square foot.
Fire alarm system installation cost by scope of work
Scope is the first thing to pin down. A full replacement of panels, wiring and devices sits in a different price class from a panel swap, and contracts that bundle fire alarm work with other trades sit in another class again.
We sorted 65 GSA Public Buildings Service awards by what the award record says was bought. A full system replacement covers the control equipment, initiating and notification devices and wiring for the building. A panel, head-end or device-only job replaces part of the system. Bundled contracts add sprinklers, stair rebuilding, roofs or electrical renovation to the fire alarm work.
| Scope | Projects | Median $/sq ft (2026 $) | 25th percentile | 75th percentile | Lowest | Highest | Median award (2026 $) |

Full replacements cost a median $10.27 per rentable square foot in 2026 dollars, with the middle half between $5.38 and $14.51 (42 awards, 2019 to 2026, United States). Head-end, panel and device work cost a median $1.70 per square foot (16 awards). The 5 bundled contracts cost a median $46.69 per square foot because most of the money bought other trades.
Five full replacement awards came in under $2 per square foot, all in buildings of 347,381 sq ft or more, and their records may describe one phase of a larger job. Dropping them moves the median from $10.27 to $11.32 per square foot, so the headline figure is not driven by those outliers.
Rentable square feet: The floor area GSA can lease to tenant agencies, from the GSA Inventory of Owned and Leased Properties. It is smaller than gross area because it leaves out some shafts and mechanical space, so cost per gross square foot would be somewhat lower than the figures here.
Bigger buildings pay less per square foot
Per-square-foot prices fall steeply with building size. Small buildings still need a panel, a power supply, programming and acceptance testing, so fixed costs weigh more on each square foot.

Buildings under 75,000 rentable sq ft paid a median $15.57 per square foot for a full replacement (10 awards), which is 3.9 times the $3.99 median in buildings of 500,000 sq ft and over (7 awards). The highest unit prices were in small buildings: $32.79 per square foot at the 33,331 sq ft Thomas D. Lambros federal building in Youngstown, OH (2024) and $25.98 at the 8,202 sq ft Donald J. Pease federal building in Medina, OH (2024).
Total awards still climb with size. The median full replacement award was $637,940 in the smallest band and $2,697,408 in the largest (2026 dollars).

Competition: offers received and how far bids spread
Fire alarm replacements draw few bidders, and the bids that do come in often sit far apart. Both facts point to the same practice: get several prices before you budget from one.

Federal full replacements with a single offer cost a median $13.28 per square foot, 1.95 times the $6.82 median where 5 or more offers came in. Size does not explain the gap: the single-offer group had a median building of 189,763 sq ft and the 5-plus group 152,684 sq ft, so the better-competed jobs were, if anything, in smaller buildings that usually cost more per square foot. The largest field was 16 offers for the James R. Browning U.S. Courthouse in San Francisco (2025), awarded at $3.73 per square foot.

State and local tabulations show the spread directly. Across 11 tabulations with two or more bids, the high bid was a median 1.84 times the low bid. Missouri's Eastern Reception and Diagnostic Correctional Center panel job (2024) drew bids of $1,087,550 and $4,699,000, a ratio of 4.32. Fresno's Area Express facility upgrade (2019) was the tightest, with bids of $431,100 and $432,020.
Has fire alarm replacement gotten more expensive since 2019?
Contractor price indexes rose sharply after 2021, but the awards in this dataset did not rise with them. In real terms, the median price per square foot fell.

The BLS producer price index for electrical contractors on nonresidential building work (series PCU23821X23821X) rose 44.1% between January 2019 and September 2026; the index for new nonresidential building construction (PCU236500236500) rose 51.7%. Over the same span, the median nominal award for a full replacement was $8.47 per square foot in 2019 to 2021, $9.64 in 2022 to 2023 and $8.95 in 2024 to 2026.
Converted to September 2026 dollars, the median fell from $11.09 to $10.27 to $9.07 per square foot. The groups are small (11, 10 and 21 awards) and contain different buildings, so this is a pattern in public awards, not proof that fire alarm work became cheaper. The 2024 to 2026 group includes several 2026 task orders under multiple-award contracts, which often price lower.
What a 50,000 sq ft building should expect, from these medians
Using the 22 full replacements in buildings under 200,000 sq ft gives a planning range for a mid-size building such as an office, school or courthouse.
- Low planning case (25th percentile): 50,000 sq ft x $10.89 = $544,375.
- Median case: 50,000 sq ft x $13.82 = $691,250.
- High planning case (75th percentile): 50,000 sq ft x $17.82 = $890,875.
These are contract award amounts in September 2026 dollars. They leave out the owner's design fees, permit fees, project management, fire watch and later change orders. Buildings under 75,000 sq ft in the dataset ran higher, a median $15.57 per square foot, so a small or older building should plan toward the upper end. For the recurring costs once the system is in, see our report on fire alarm monitoring and inspection cost.
School districts publish similar awards, usually without building areas. Warwick Public Schools in Rhode Island awarded elementary replacements at $206,946 (Oakland Beach) and $102,719 (Scott) in April 2019, both slightly over budget; the documents do not give building areas. Our school fire safety guide covers the inspection side.
How much fire alarm contracts grow after award
Most federal fire alarm contracts finished close to their award amount, but a third grew by more than 10%, usually through hidden conditions in old buildings.
For the 39 federal awards made by October 2024, obligations to date were a median 2.8% above the initial award, and 33.3% grew by more than 10%. The largest increases were 65.6% on device replacement at the Diana E. Murphy U.S. Courthouse in Minneapolis (2024), 53.3% at the Hannibal, MO federal building (2021), where modifications added asbestos removal and pipe insulation, and 50.3% at the Lambros building in Youngstown (2024).
Obligations are measured as of the USAspending pull on 2026-11-01, so contracts still open can grow further. A contingency of about 10% is consistent with what two thirds of these projects needed.
Voice evacuation upgrades and new installations: what the records show
The public records we could open give only a thin base for voice evacuation pricing and none for new installations with known square footage. We report what exists and do not stretch it.
Two federal awards were voice or notification upgrades. The Tulsa federal building (117,065 sq ft, 2021) replaced its system with emergency voice communication and an in-building radio amplifier for $1,418,967.67, or $15.86 per square foot in 2026 dollars. The Javits federal building in New York (2,287,780 sq ft, 2024) upgraded notification for $3,206,591.31, or $1.48 per square foot, a notification-only upgrade spread over a very large building.
Juneau's airport terminal upgrade added a mass notification voice evacuation system; the low bid of $297,523.48 came in 9.4% over the $272,000 estimate (2021). We found no public award for a new installation in a building without an existing system that also states the building's square footage, so this report gives no new-install figure.

The numbers in one list
- Full fire alarm system replacements in 42 federal buildings cost a median $10.27 per rentable square foot in 2026 dollars (2019 to 2026 awards, United States).[2][3][4]
- The middle half of those 42 replacements fell between $5.38 and $14.51 per square foot; the median award was $1,768,181 for a median building of 172,908 sq ft.[2][3][4]
- In buildings under 200,000 sq ft, 22 full replacements cost a median $13.82 per square foot, with a middle half of $10.89 to $17.82 (2019 to 2026).[2][3][4]
- Buildings under 75,000 sq ft paid a median $15.57 per square foot, buildings of 75,000 to 199,999 sq ft $12.00, buildings of 200,000 to 499,999 sq ft $7.10, and buildings of 500,000 sq ft and over $3.99.[2][3][4]
- Panel, head-end or device-only work in 16 federal buildings cost a median $1.70 per square foot, about one sixth of a full replacement.[2][3][4]
- Fire alarm work bundled with sprinklers, stairs, roofs or electrical renovation cost a median $46.69 per square foot in 5 federal awards, so bundled contracts are a poor guide to fire alarm prices.[2][3]
- Full replacements with one offer cost a median $13.28 per square foot; with 2 to 4 offers, $10.82; with 5 or more, $6.82 (federal awards, 2019 to 2026).[2][3][4]
- Of 58 GSA fire alarm awards that report an offer count, 32.8% received exactly one offer; the median was 2.5 offers.[2]
- Across 11 state and local tabulations with two or more bids (Missouri, Florida, California, Wisconsin, 2019 to 2026), the high bid was a median 1.84 times the low bid.[6][7][8][9][10][11][12][13][15][16][17]
- The median state or local fire alarm bid drew 2 bidders; two-bid jobs showed a median high/low ratio of 1.68 and the 3 jobs with four or more bids 1.97.[6][11][12][13]
- For federal awards made by October 2024, obligations to date were a median 2.8% above the initial award, but 33.3% of the 39 contracts grew by more than 10%.[2]
- The BLS producer price index for electrical contractors on nonresidential buildings rose 44.1% from January 2019 to September 2026, while the median nominal award per square foot moved only from $8.47 (2019 to 2021) to $8.95 (2024 to 2026).[4][2][3]
- Low bids landed below the owner's estimate in Fresno (26.6% below, 2019) and Milwaukee's Highland Gardens (42.8% below, 2024), and above it in Juneau (9.4% above, 2021).[16][17][20]

Questions people ask
How much does a commercial fire alarm system cost per square foot?
In 42 full replacements in federal buildings awarded 2019 to 2026, the median was $10.27 per rentable square foot in 2026 dollars, with a middle half of $5.38 to $14.51. Buildings under 75,000 sq ft paid a median $15.57; buildings of 500,000 sq ft and over paid $3.99.
How much does it cost to replace a fire alarm panel?
Panel, head-end or device-only work in 16 federal buildings cost a median $1.70 per square foot, with a median award of $626,122 in 2026 dollars. A single administration building at Missouri's Hawthorn Children's Psychiatric Hospital had its panels and devices replaced for $339,410 in 2025.
How much does a voice evacuation fire alarm system cost?
Only two federal awards with building size were voice or notification upgrades: $15.86 per square foot for a full voice system with radio amplifier in Tulsa (2021) and $1.48 for a notification upgrade at the Javits building in New York (2024). Juneau's airport terminal voice evacuation upgrade was awarded at $297,523.48 in 2021.
Is a fire alarm cheaper to install in new construction?
This dataset cannot say. Every award with known square footage replaced or upgraded a system in an occupied existing building, and we found no public new-install award that states the building area.
Summary
- Across 42 full fire alarm replacements in federal buildings awarded from 2019 to 2026, the median contract award was $10.27 per rentable square foot in September 2026 dollars, with a middle half of $5.38 to $14.51.
- Replacing only panels, the head-end or devices cost far less: a median $1.70 per square foot across 16 awards.
- Size drives the unit price: buildings under 75,000 sq ft paid a median $15.57 per square foot, against $3.99 in buildings of 500,000 sq ft and over.
- Competition mattered: single-offer full replacements cost a median $13.28 per square foot, against $6.82 where 5 or more offers came in, and 32.8% of the 58 federal awards with an offer count drew exactly one offer.
- On the same job, the high bid was a median 1.84 times the low bid across 11 state and local tabulations, and one Missouri panel job drew bids 4.32 times apart.
- Contractor prices for nonresidential electrical work rose 44.1% from January 2019 to September 2026 (BLS PPI), yet nominal awards per square foot stayed between $8.47 and $9.64, so the real price fell from $11.09 to $9.07.
- A 50,000 sq ft building priced at our small-building median comes to $691,250, with a middle-half range of $544,375 to $890,875.

How far apart are fire alarm bids on the same project?
The high bid was a median 1.84 times the low bid across 11 tabulations, and as much as 4.32 times on a 2024 Missouri panel replacement.
Does more competition lower the price?
In federal full replacements, single-offer awards cost a median $13.28 per square foot and awards with 5 or more offers $6.82. The pattern held even though the better-competed buildings were smaller.
Do fire alarm contracts go over the award amount?
For 39 federal awards made by October 2024, obligations were a median 2.8% above the award, but 33.3% grew by more than 10%, with the largest at 65.6%.
Has fire alarm installation become more expensive since 2019?
The BLS index for nonresidential electrical contractors rose 44.1% from January 2019 to September 2026, but the median nominal award stayed between $8.47 and $9.64 per square foot, so the real median fell from $11.09 to $9.07.
Do the awards include design and permit costs?
No. They are construction or design-build contract amounts. GSA usually buys design separately, and owner costs such as fees, fire watch and project management are outside these figures.

Methodology
Question and scope. We set out to price the installation or replacement of a commercial fire alarm system per square foot and per building using awarded public contracts from 2019 to 2026. The per-square-foot analysis rests on federal buildings, because GSA is the public owner that publishes both the contract record (USAspending.gov, which carries Federal Procurement Data System fields) and the building's square footage (the GSA Inventory of Owned and Leased Properties) in machine-readable form. School districts, cities, counties and housing authorities whose documents we could open published bids and awards but not building areas, so those records feed the bid spread and bidder analysis only.
Federal selection. We pulled all 987 USAspending contract records for the Public Buildings Service matching 'fire alarm' with action dates from 2019-01-01 to 2026-10-31. We kept construction or installation product codes, start dates in 2019 or later, awards of $100,000 or more and replacement, upgrade or installation wording, and dropped maintenance, testing, design-only, study, construction-management and commissioning awards (95 screened). We then kept only awards that name a single GSA building or a named pair of buildings that we could match to IOLP location codes: 65 awards in 24 states and the District of Columbia. Awards at campuses, leased buildings, land ports with several buildings, or with no named building were excluded and are listed in excluded.md.
Scope coding. Each award was coded from its description as a full system replacement, a voice evacuation or notification upgrade, panels/head-end/devices only, or fire alarm work combined with other trades (sprinklers, stairs, roofs, electrical renovation). Combined awards appear in the tables but not in the full replacement medians.
Price and area. The price is the initial award (modification 0 obligation) from the USAspending transaction history. Area is GSA rentable square feet (BUILDING_RSF), summed where an award names two buildings. Cost per square foot is award divided by rentable area. Rentable area is smaller than gross area, so per-gross-square-foot costs would be somewhat lower.
Inflation. All 2026-dollar figures multiply the award by the ratio of the September 2026 value (180.711) to the award-month value of the BLS Producer Price Index for electrical contractors, nonresidential building work, series PCU23821X23821X, not seasonally adjusted. We cross-checked against new nonresidential building construction (PCU236500236500). Awards dated October 2026 use the September index.
State and local records. We opened Missouri Office of Administration FMDC bid tabulations and award notices, a Pinellas County tabulation, a City of Fresno bid evaluation, City of Milwaukee award notices for the Housing Authority, a City and Borough of Juneau award entry and a Warwick Public Schools award memo. Values were transcribed from the saved files. Bid spread is the highest base bid divided by the lowest base bid for tabulations with two or more bids.
Statistics and conflicts. Medians and inclusive quartiles are used throughout because a few very large buildings and bundled contracts would distort means. Five full replacement awards came in under $2 per square foot and may describe partial phases; we keep them and report the median without them ($11.32) as a check. Where an award description and a modification disagreed on scope, we used the original award description.
Limitations. Federal courthouses and office buildings carry security, historic fabric and occupied-building constraints that private buildings may not, and many 2025 to 2026 awards are task orders under multiple-award contracts with a pre-qualified pool. Offer counts for task orders reflect the order competition. Contractor names appear only as bidders or awardees in the cited records. Contractor marketing price guides were not used as data. This report describes public contract prices and is not engineering, legal or procurement advice; code requirements vary as adopted by your state.
